What does "Dial 10" mean?

Hawaii DOE Videoconferencing is now using a Dial-In system of "Dialing 10" to enter conferences. This gives end users the ability to re-connet/disconnet their sites in case you have been disconnected or would like to leave a conference.

End users are given more technical control over their participation in a conference. Only sites on a Reservation Form (VCRS_RQ.doc) will be allowed to join in on a conference by "Dialing 10." If a site would like to join in and was not included on the Reservation Form, their endpoint will give an error when trying to connect.
